Answer
There are several aspects that you need to deal with. First and foremost, it is very important to determine the cause of his mental retardation because if there is any factor that can be treated, then it is useful. Secondly, it is important to know the diagnosis from 2nd pregnancy point as to prevent it from occur in another child. Regarding his delayed speech, it would be imperative to get his hearing tested and have him evaluated by a speech therapist regarding speech therapy. Now, is the time to intervene so as to get the proper benefit by early intervention. For more information read the article on "DELAYED SPEECH" on www.pediatriconcall.com or from the link given below: http://www.pediatriconcall.com/fordoctor/Schools/special_schools.aspx

Next, is the physiotherapy for the muscles. Since he cannot stand or walk, it would be necessary to know whether his muscles are very loose or very tight and accordingly limb physiotherapy would be required. Also, regarding the school, it would be necessary to determine his IQ or developmental quotient and then determine what would be the best choice for him. A child psychologist or a special educator would be a good guide for the same.
